In case you missed it, the 2023 Home Health Prospective Payment System Rate Update, Home Health Quality Reporting Program Requirements: Home Health Value-Based Purchasing Expanded Model Requirements; and Home Infusion Therapy Services Requirements Final Rule was released on October 31, 2022.  The published version is scheduled for release on 11/04/2022.  For the preview version, click on the link. Among other things such as payment cuts, the home health industry has been anxiously awaiting to see if CMS would uphold its proposal to require OASIS collection and submission on all home health patients, regardless of payer source.  A reprieve of time was included in the final rule, CMS-1766-F.  Beginning CY 2027, home health agencies will be required to submit quality data for the applicable 12-month performance period.  This performance period will consist of patients discharged between July 1, 2025 and June 30, 2026.  In the final rule, CMS states agencies will have the “opportunity” to begin submission of this data beginning July 1, 2025.  The data submitted from July to June will not be used by CMS to assess compliance, but CMS will expect to see QRP data beginning in 2027.  Want to know more about the Final Rule? By the way, the finalized payment cut for 2023 is approximately half of the proposed reduction—more reductions to come with future rulemaking.
